Abu Dhabi DMT building with regulatory documents and digital interface

Abu Dhabi's real estate sector has seen several key reforms rolled out by the Department of Municipalities and Transport (DMT) between late 2023 and early 2025. Here's what property owners, developers, tenants, and investors need to know now.

Building Occupancy & Digital Platform Updates

From Administrative Decision No. 1 of 2024, a new three-stage compliance process requires all buildings—commercial and residential—to secure occupancy certificates, starting with a Conditional Occupancy Certificate emphasizing structure, fire, elevator, gas, and child-safety compliance. This enhances building safety and boosts investor/resident confidence by catching hazards early and standardizing safety compliance. Check if your property has the correct occupancy certificate for its stage, and plan any necessary upgrading or certification steps. DMT's digital hub, DARI, streamlines property transactions—from leasing and sales to broker directories and contracts. It supports digital sign-offs with UAE-Pass and Tamar identity and features live market indicators. This simplifies processes, reduces fraud enabling access to official listings and secure agents. Register on DARI for instant property certificates, Tawtheeq contracts, and insight into market trends.

Contract Templates & Service Charge Controls

Effective July 3, 2023, all off-plan sales in development zones must use DMT's unified contract, clearly outlining property details, payment milestones, escrow accounts, and completion deadlines. This strengthens investor protection and transparency, reduces legal ambiguities, and standardizes off-plan agreement structures. Always verify the escrow protocol and contract transparency when purchasing off-plan. All service-charge budgets for jointly-owned real estate must receive DMT prior approval. Unauthorized hikes are prohibited. Budgets approved in 2023 dropped ~9% year-over-year (total AED 567.7 M). This protects owners from arbitrary increases; financial planning gets easier. Ask for approved service-charge statements each year; contest unexplained or sudden fee hikes.

Construction Transparency & Facade Regulations

From October 2024, developers must place QR codes on all construction sites. Scanning provides permit status, project details, permits, contractor info, and timelines from MePS. This increases public transparency and helps regulators track compliance. Use your smartphone to scan QR codes on-site for real-time project updates. The April–May 2025 update requires changes to any building exterior—like installing signage or equipment—to have DMT permits. Non-compliance can lead to fines up to AED 4,000 and mandatory facade inspections. This helps maintain safety and preserve aesthetics, especially on high-rises and older buildings. Review current building exteriors for unauthorized alterations and file permits proactively.

Abu Dhabi's 2024–2025 real estate reforms by DMT are all about transparency, safety, and digitalization. As a property owner or tenant, ensure you're aligned with occupancy certificates, service-charge oversight, facade permits, digital platforms, and contract standards. Staying ahead means smoother deals, better safety, and stronger peace of mind in the Emirate's rapidly evolving real estate landscape.
